Who should have administrator access?
The system administrator can change everything, view everything, and delete everything. This is the role that deserves the most attention.
Having only one administrator means that vacations, illness, or resignations become a crisis. Two to four is a sensible number for most organizations.
Anyone who works in the system on a daily basis should not do so as an administrator. Use a standard account for daily work and a separate account for administration.
An administrator in the test environment does not need to be an administrator in production. Developers generally need full access in the test environment and limited access in production.
Enable audit logging for administrative changes. Not because you suspect anyone, but because it is the only way to find out what happened when something breaks.
